Job Title:  Process Innovation Associate   

Position Supervisor:  Assistant Director of Process Innovation 

Classification Level: Exempt 

Location:  Arlington, VA/ Hybrid (remote work optional) 

Position Timeline:  2-year, time-limited role

Your direct supervisor and coach will be the Assistant Director of Process Innovation. Your support will be the entire APHSA organization because we work best when we all work together!

Position Summary: 

The Process Innovation Associate will support the day-to-day management of a variety of projects within APHSA’s Process Innovation portfolio, which includes grants and contracts related to exploring and improving the delivery of human services and connected supports. The Process Innovation Associate will contribute to Process Innovation projects by coordinating project tasks and activities to ensure APHSA and its partners meet timelines for deliverables. The Process Innovation Associate will also play an active role in documenting insights and best practices from project work in written materials. Finally, this role will convene and participate in affinity groups of human services agency leaders and staff to explore process innovation in public benefits and to co-create strategies for advancing more customer-centered public program administration.

Major Responsibility #1: Support the continuous operation of APHSA’s Process Innovation portfolio (40%).

  • Support the management of project schedules and work plans for projects in the Process Innovation portfolio.
  • Coordinate work activities of APHSA staff and teaming partners to ensure quality and timeliness of work products.
  • Create and maintain comprehensive project documentation, plans, and reports with a focus on process innovation in human services.
  • Support management of internal and external meetings with APHSA staff, members, and partners, including agenda development and note-taking.

Major Responsibility #2: Develop public-facing learning products through Process Innovation projects to increase and expand sector capacity (30%).

  • Generate work products such as blogs, issue briefs, webinars, toolkits, infographics, and literature reviews related to public benefits process innovation.
  • Conduct background research in support of active and prospective Process Innovation projects and serve as a Subject Matter Expert on human services process innovation for APHSA-led projects and initiatives.
  • Represent APHSA’s Subject Matter Expertise on Process Innovation for partner-led initiatives.
  • Facilitate presentations and peer-to-peer sharing using APHSA platforms to disseminate learnings from project-based work to broader APHSA membership. 
  • Coordinate with internal and external stakeholders to embed human services Process Innovation materials within resource libraries and other learning tools for APHSA’s members and public audiences.

Major Responsibility #3: Support partnership development, collaborations, and APHSA affinity groups and peer communities on matters related to process innovation (20%).

  • Participate in APHSA member communities to maintain an understanding of emerging sector priorities, opportunities, and practice examples, including maintaining and facilitating those communities directly related to Process Innovation.
  • Support management of member groups, including project cohorts and communities of practice, facilitating recruitment and active participation of APHSA members and external stakeholders in peer sharing and learning about topics relating to Process Innovation.
  • Deliver presentations and facilitate peer-to-peer sharing to disseminate learnings from project-based work to broader APHSA membership.
  • Represent APHSA at partner events and stakeholder meetings related to human services and cross-sector process innovation.
  • Maintain awareness of current sector developments and national dialogues related to process innovation.

Other Duties #4: Perform all other duties as assigned (10%)


  • Minimum of BA/BS degree 
  • At least 2 years prior experience in Human Services or related sectors such as Health, Housing, or Labor, either in government service at local, state, or federal levels or in related roles in the business and non-profit sector. 
  • Advanced interpersonal and communication skills, including written and speaking. 
  • Skilled in organization, planning, and independent time management.
  • Ability to demonstrate bipartisan problem-solving.
  • Competency in Microsoft applications, including Word, Excel, and Outlook 
  • Willingness to travel (up to 15%) as public health considerations permit.


  • Understanding of and/or experience participating in or administering public benefit programs such as SNAP, TANF, Medicaid, Unemployment Insurance, and/or Workforce Development.
  • Ability to quickly develop relevant subject matter expertise.
  • Excellent problem-solving skills, evaluation of past practices, and willingness and ability to think creatively and strategically.
  • Strong interpersonal skills and attention to detail to keep projects on track and on time.
  • Strong oral and written communication skills. The ability to facilitate and manage meetings is required.
  • Demonstrated ability to work effectively with different stakeholders to achieve shared goals.
  • Direct experience coordinating projects across teams in a professional environment. Experience working on technical projects in the public sector is preferred. 
  • Experience producing internal and external writings as well as delivering public presentations. 
  • Experience incorporating perspectives of multiple communities and knowledge of how concepts of structural racism and bias impact underserved and underrepresented communities.
  • Experience applying human-centered design principles in practice with public and/or non-profit agencies.
