Job Title: Refugee and Immigration Policy Associate

Position Supervisor: Sr. Director for Policy & Practice

Classification Level: Exempt

Location: Arlington, VA (telework); FT remote considered 

Position Timeline: 18 Months

The American Public Human Services Association (APHSA), is a nonprofit, bipartisan membership organization whose mission is to advance the well-being of all people by influencing modern approaches to sound policy, building the capacity of public agencies to enable healthy families and communities, and connecting leaders to accelerate learning and generate practical solutions together. APHSA seeks a Refugee and Immigration Policy Associate to provide technical assistance and subject matter expertise on human services for refugees from Afghanistan. This 18-month position will oversee a special initiative within APHSA’s policy team.

This position will support APHSA members in developing, sharing and implementing policy and practice solutions that advance the wellbeing of immigrant families. The Policy Association will be responsible developing policy and practice supports including peer exchanges, developing and learning and training opportunities, and leading creation written knowledge products, including policy briefs, blogs, practice guides, related to human services delivery for immigrant families.

This position will be the leader on developing peer infrastructure support for the state refugee coordinators, who are responsible for administering refugee resettlement programs in the states. APHSA will be partnering with the Migration Policy Institute (MPI) and other national organizations to provide technical assistance, health, human services (H/HS) systems engagement, and other support for the state refugee resettlement coordinators and its association, the State Coordinators of Refugee Resettlement (SCORR).

This position will also contribute to APHSA’s broader work around equitable service delivery, with focus on immigrant families. The Policy Associate will serve as the lead on federal policy impacting human services program areas such as economic supports (SNAP, TANF, workforce services, tax credits) and child and family well-being (child welfare and health/behavioral health) and supporting cross-cutting themes related to immigrant eligibility, language access, culturally informed practices, etc.

JOB SUMMARY: The APHSA Refugee and Immigration Policy Associate will identify needs for technical assistance at the national, state, and local levels through SCORR or directly with state and local governments and resettlement programs, as needed.

Key Responsibility #1: Manage structural support by scheduling and planning meetings. (30%)

  • Provide a forum for both peer-exchange and opportunities to engage with subject-matter experts on key developments, emerging promising practices, policy challenges and technical assistance needs at the system level regarding supporting the resettlement of Afghan refugees.
  • Support engagements with relevant federal offices, in addition to regular meetings with the Office of Refugee Resettlement and State Department representatives.
  • Organize briefings and roundtables with national roundtables with representatives from various agencies.

Key Responsibility #2: Provide SCORR governance and infrastructure support in supporting policy and practice priorities. (30%)

  • Provide policy and process recommendations for engagement with state’s federal Congressional delegations.
  • Lead policy development process, in consultation with the Director of Policy and Research, APHSA Leadership Council, and the SCORR executive advisory committee, through formal communications with the Administration and relevant Hill staff, as well as organizing briefings, managing partnerships will related advocates, etc.
  • Provide an array of technical assistance supports through peer-exchange, networking and creating connections between state members and national technical partners.

Key Responsibility #3: Engage leaders of health and human service programs that offer mainstream benefits (e.g., TANF, SNAP, Child Care, etc.) (30%)

  • Provide peer-exchange and policy analysis.
  • Leverage an existing policy structure to advance policy priorities identified by state refugee coordinators to ensure universal access to services that lead to positive economic mobility and wellbeing outcomes for Afghan evacuees and other refugees.
  • Synthesize policy contexts and implementation challenges and opportunities for specific states, the federal Administration for Children and Families within the U.S. Department of Health and Human
  • Services, the Office of Management and Budget, relevant Congressional staff, and other key federal partners.
  • Provide technical assistance on eligibility and other program rules for mainstream benefits and services such as rental assistance, Supplemental Nutrition Assistance Program, Head Start, Early Head Start and childcare.

Key Responsibility #4: Contribute to APHSA’s internal and external strategic activities. (10%)

Actively contribute to APHSA’s strategic playbook development and execution, including participation in cross-department efforts related to planning, data and measurement, communications and members engagement, as needed.



Requirements

Key Qualifications:
  •  Minimum of BA/BS degree and at least 3-5 years work experience;
  • Proficiency in software including Microsoft Office Suite;
  • Basic knowledge of US refugee resettlement, repatriation and other policy and services delivery considerations for refugees and immigrants;
  •  Strong interpersonal skills and attention to detail to keep projects on track and on time;
  • Willingness to travel (up to 20%) as public health considerations permit.
